Debian has implemented merged /usr using symlinked aliases. Their
intention is to move almost all package files to /usr. #Devuan does not
have the resources to resist this change. Therefore, reluctantly, this
version of base-files will install #usrmerge and convert your
installation. If you do not want that, abort the installation now and
change to Devuan's #daedalus release which does not require merged
/usr.
